Both notes are covered by the follow-up PR. - `SparkAppReconciler` will route `Suspended` to a new `AppSuspendStep` instead of `AppUnknownStateStep`. - `AppInitStep` will apply the restart backoff only in `ScheduledToRestart`, so an attempt which `resume` starts from `Submitted` will not wait for it. -- This is an automated message from the Apache Git Service.
