### What changes were proposed in this pull request? This PR assigns the named error condition INNER_CLASS_ENCODER_UNSUPPORTED to the previous legacy error _LEGACY_ERROR_TEMP_1002. It updates error-conditions.json and QueryCompilationErrors.scala to use the new named error when inner class encoders are missing an outer scope. ### How was this patch tested? Added a new unit test in ExpressionEncoderSuite.scala. The test manually constructs a Catalyst logical plan using NewInstance (bypassing ScalaReflection) to hit the Analyzer and explicitly trigger INNER_CLASS_ENCODER_UNSUPPORTED.
