Got it. This sounds like if there is an ongoing RC then it cannot fail the vote, but it also doesn't block the fix to be merged during the time, and if RC fails, the fix will be included into next RC automatically. That works for me. Thanks for the explanation. I just hope that we close 4.3.0 release sooner than later.
