### What changes were proposed in this pull request? There are a couple of places where we still allow Python versions older than 3.11. Patch them to require Python 3.11 or newer. ### Why are the changes needed? The updated places seem like oversights from when we updated the project's minimum required Python to 3.11. ### Does this PR introduce _any_ user-facing change?
