If there's not urgency, I don't think there's a need to commit this then
make tests later. Just add them when they're ready.
(I am actually surprised in general at the number of times people make a
JIRA for X, and then tests for X, and then docs for X, and then the Python
version of X, etc. Usual practice is to treat these as a logical change, and it
just invites forgetting to do the rest. Separate conversation though...)
