    @dusenberrymw We should split this PR to simplify code review. Try to keep 
each PR minimal. For example, it would be easier to review if this PR only 
creates wrappers for existing the Scala APIs. If it is required to add some 
Scala public API in order to make it work on the Python side, we should have 
one PR/JIRA for the Scala API, then the Python API. For this PR, I think it 
should be feasible to have the implementations without `DistribbutedMatrices`.
