I dont get this PR. In the Direct Kafka, the rate is defined per partition.
So there has to be a separate rate controller per partition, similar to having
separate rateControllers for each receivers (if there were multiple receivers
in the system).
Also dont you have to define a DirectKafkaRateController, that is not going
to publish any thing?
