OK, my quote was taken out of its original context. It was intended to
motivate the increase in test coverage in the scheduler, not to prevent
additional changes made to it. This patch adds a lot of tests for the
functionality it introduces so that's not a problem. I would say my issue is
mostly unrelated to this patch.
