Do you mean using RpcEnv in the external shuffle service? The shuffle
service cannot use it since it doesn't depend on `core` now.
However this is a good point. Some module may not need to listen for
connections during the initialization. We can add a public `start` method to
`RpcEnv` after removing Akka.
