Yes, releasing some idle executors to alleviate the preemption in RM is a
good advise, basically I think there're two aspect of things we can handle
about preemption:
1. Avoid scheduling tasks on to-be preempted executors, this is what I
addressed in this PR.
2. Release some idle nodes to alleviate preemption.
I think this existing implementation might be too simple to handle the
problem gracefully, I will keep improving it.
