By the way, looks like there are several alternative patches and duplicate
issues:
- SPARK-10726 / #8848
- SPARK-10918 / #8975
I have closed those issues as duplicates of this one. I prefer the approach
in this patch because it doesn't introduce a dependency between the
`ExecutorAllocationManager` and various scheduler classes. Also the description
of the JIRA is more detailed.
