@jerryshao this change looks OK, but on a high level were there any
specific symptoms caused by this issue, other than the fact that the UI reports
`LOADING` for some executors?
Actually, I would go even further to remove `LOADING` altogether. I don't
see how it's different from `LAUNCHING`, and both of these states are used in
exactly one place. It's also weird that after we call `ExecutorRunner#start()`
in `Worker` we don't set the state to `RUNNING`. These issues would subsume
SPARK-10558.
