@mridulm these reasons make sense, but it's hard for me to imagine a case
where a task has failed twice on a particular executor and the third time works
(it seems like giving it a second chance should be good enough for transient
issues). Are you saying that you have seen cases where the first two tries on
an executor fail and the 3rd succeeds?
