So this now only changes behavior in `SPARK_PUBLIC_DNS` is set. Is that
really the right env variable? the JIRA mentions `SPARK_LOCAL_IP` and the docs
suggest that indeed is what is supposed to control what IP it binds to. As long
as the default is 0.0.0.0 I suspect it will continue to work for local shell
users.
@zsxwing you commented that it wouldn't work with client mode -- what's
this scenario, where I'm using the shell on an edge node of a cluster and it
sets this env variable? but then I'm not accessing localhost.
