    @zsxwing what do you think of this? it looks right-er. I'm trying to think 
through the implications here. Certainly, behavior doesn't change unless 
`SPARK_LOCAL_IP` is explicitly set, which solves the problem from last time. If 
it is set, can it interfere with anything else? The web UI will bind on its own 
port, so no problem even if other services are binding to the same IP; in fact 
the latter seems to make sense.
