one more thought -- if you want to be sure to try all known locations
before giving up, you could also try refreshing N times, and once you've
decided not to refresh anymore, *then* go down the entire list before giving up
for good. it does mean you're still stuck with a really long time to failure,
but would help prevent the random failure mode you were worried about.
