[SPARK-14030][MLLIB] Add parameter check to LBFGS
## What changes were proposed in this pull request?
add parameter verification to LBFGS:
numCorrections > 0
tolerance >= 0
iters > 0
regParam >= 0
## How was this patch tested?
manual tests
