One possible issue with using `-T C1` on AMPLab Jenkins is the fact that we
don't have great resource isolation between different jobs' builders which run
concurrently on the same Jenkins worker, so having each build use one thread
per core risks starvation if a bunch of Maven builds are scheduled on the same
machine.
That aside, it doesn't hurt to mention this in the docs.
