@witgo removing RDDs and broadcasts are different because there are much
fewer blocks. If shuffle consolidation is not enabled, shuffle blocks may
indeed take a long time to clean up. However, for cleaning up RDDs and
broadcasts, the executors necessarily trigger another Akka `ask` to the driver,
which caused [SPARK-3015](https://issues.apache.org/jira/browse/SPARK-3015) in
the first place. Having an infinite timeout is bad because we may block the
ContextCleaner thread forever.
