[SPARK-17748][ML] Minor cleanups to one-pass linear regression with elastic
net
## What changes were proposed in this pull request?
* Made SingularMatrixException private ml
* WeightedLeastSquares: Changed to allow tol >= 0 instead of only tol > 0
