At least some of the delay in SSH coming up could be due to security
updates being installed on machines launched with old AMIs as soon as they boot
up (take a look at the console logs from the EC2 control panel to see this).
This needs confirmation, but I think I saw this behavior while launching
clusters to run performance benchmarks.
