    My understanding is that this change doesn't affect any task that's 
mid-commit, it only changes the pre-commit portion of a task attempt's 
lifecycle to prevent failed tasks (=> heartbeat timeouts as reported by the 
DAGScheduler) from receiving authorization to commit.  Is there a new way which 
two task attempts can be authorized simultaneously that didn't exist before?
