@srowen To support increasing the default, I've had to:
- make refuse_seconds configurable
- factor out `declineOffer` so the dispatcher can use it in addition to the
coarse grained scheduler.
- persist the `schedulerDriver` in both the dispatcher scheduler and the
coarse grained scheduler so we can access it in callbacks that aren't passed
the driver object.
