This is a much simpler option: add a flag to disable constraint
propagation, if we are ok for skipping optimizations relying on constraints
(`InferFiltersFromConstraints`, `PruneFilters`, `EliminateOuterJoin`) when
disabling this flag for the uncommon cases.
