[SPARK-20627][PYSPARK] Drop the hadoop distirbution name from the Python
version

Drop the hadoop distirbution name from the Python version (PEP440).
## How was this patch tested?
Ran `make-distribution` locally
You can merge this pull request into a Git repository by running:
