[SPARK-21256] [SQL] Add withSQLConf to Catalyst Test
### What changes were proposed in this pull request?
SQLConf is moved to Catalyst. We are adding more and more test cases for
verifying the conf-specific behaviors. It is nice to add a helper function to
simplify the test cases.
