No, this formula would return 4040 -- note the `- 1024`. Is it true that
privileged ports should be prohibited? It doesn't seem crazy to want to run a
web UI on port 80. If prohibited, I think it should generate an error message.
Here it simply uses an entirely different port, which seems odd. But I don't
think the point of this PR should be to make ports under 1024 unusable.
