    The name of this class is very cryptic. After a lot of mental gymnastics it 
sounds like an action, which is a bad name for a class.
    
    Perhaps `CacheRecoveryManager`?
    
    Also seems like the constructor should be private too? (`class 
RecoverCacheShutdown private (...`)
