As a long term plan, it would be good to all (low-level) memory access
(i.e. thru `Platform`) would be in form of `MemoryBlock`. There are two
reasons. One is easy to understand. The other is performance.
This transition would be step by step. I prepared [another
refactoring](https://github.com/apache/spark/pull/19472) for some classes.
