the second part of this PR which has the client-side and spark-submit changes.
The two in combination should make a lot more sense, especially wrt some points
that came up above. PTAL.
Also, let us know if it would make sense to get this merged after the next
round of reviews that @jiangxb1987 was planning to do - and then move to the
other PR, where the overall picture should be clearer. These two PRs represent
almost all of what we planned to make available for Spark 2.3 (modulo
documentation and minor enhancements). Again, thanks for the reviews!
