@HyukjinKwon . For upgrading `sphinx` version, we can upgrade the minimal
version from
[1.2](https://github.com/apache/spark/blob/master/python/docs/conf.py#L26) to
1.6.6. We had better upgrade in another issue because we may need to consider
Jenkins worker environments. Or, is it safe if I do that here?
