is, the build fails on Jenkins and it will probably fail on documentation
builder in Jenkins. For now, I just gave a higher priority to `SPHINXBUILD` to
just keep the previous behaviour and make Jenkins happy.
Now, `SPHINXPYTHON` is completely optional. I updated PR description.
