@HyukjinKwon I reported the issue to Sphinx at
https://github.com/sphinx-doc/sphinx/issues/5142. We are not sure if Python 2
is the root cause. I don't have strong preferences on the approaches discussed
here. But maybe we should wait and see if there is a fix/workaround from
upstream.
