Thanks @mengxr -- I agree that having `CrossValidator` is useful and
parameter tuning for algorithms like LogisticRegression is a nice use case
enabled by this change. It is unfortunate that we can't find a clean way to
isolate the user vs. developer APIs right now.
The latest set of changes do help though and look good to me.
