From my perspective, we have lost a lot of time to missing or incomplete designs. The confusion over query ID could have been prevented if there were something pointing reviewers of this API to background on it. That's an easy answer to "why is this needed?" I'm not trying to question other settled designs, I just need to know why and how those affect this work. And when I see an API proposed that is *followed* by a design that just summarizes a PR and omits the rationale for changes, I think it is reasonable to ask a lot of questions.
