I'm going to merge this into `master` (1.3.0) to unblock some PRs that are
depending on this cleanup. I'll work on backports to the other branches, too,
since some of the fixes here to SparkSubmitSuite are needed to avoid
build-breaks when backporting patches that touch that code.
