Absolutely. That's being done in #4262.
That said, it's still a usability improvement to have `spark-ec2` check for
the most obvious problems upfront since that happens immediately and the user
doesn't have to wait several minutes for the cluster to come up before finding
the problem.
I could still buy an argument for leaving this stuff out if we think it's
more maintenance work than it's worth, but I personally think it's useful.
