It's been in wide use for more than 10 years and was founded by large publishers who will likely continue to use it as it solves a problem for them. It's a member-supported organization, and they seem to be running in the black consistently from a quick glance at their finances.
On other topics raised, I have a preference for "designing for change" and using URNs, but I'm not gonna die on that hill. Alexis
