No, you shouldn't confuse RHEL and Fedora -- they are completely different beasts. RHEL will probably continue to be based on Fedora, but it will have a subset of packages chosen by Red Hat. However, you should be able to use any packages in EPEL by simply adding the (not yet finalized) EPEL repository in yum. If pure-ftpd is not yet in the EPEL branch, you can request that someone maintains it there. I'd offer to do it, but I'm quite happy with vsftpd at this point.
