Do you mean tools for registration? I'm not sure where they might be documented outside of a RHEL5 system (man -k rhn for example reveals them and other useful RHN related tools though). I'm guessing these manpages are a bit out of date as neither mentions the use of the installation number (or at least I don't see /etc/sysconfig/rhn/install-num listed in either under FILES).
