Browsed printers are cached in /var/cache/cups/remote.cache.  If
browsing has been disabled on the client it ought to ignore/clear the
cache but it appears it is not doing so.

Oh, system-config-printer ought to operate in the same way as the web
interface there.  In this instance, the [Delete] button ought to be
greyed out.  I've filed a Bugzilla bug report about this issue:

Do you mean that printers.conf and cupsd.conf were actually missing
after making the change?  What change did you make?
