Because the commented line means you won't have kernel messages on the console by the syslog. But that line below:

*.info;mail.none;authpriv.none;cron.none                /var/log/messages

means: any kind of messages with "info" priority, except mail, authpriv and cron, will go into /var/log/messages". And you can see kernel.info messages there.
