I don't use Cue-sheets so perhaps I'm way off base...

Isn't the point of cue-sheets to replicate the track structure of an
audio CD? Given that, I would guess that cue-sheets should ignore data
tracks since they will never be played back when listening. 

I guess the cue could contain the info for the data track but I doubt
anyone is saving the data portion of their rips for their mixed audio
CDs, so if the cue was used to recreate the CD, the data would be
missing anyway. 

If you want data you'd be better off with a format like .iso and a tool
like Daemon Tools.
