You are confused because you are mixing up ripping to FLAC with ripping
to MP3.  Jim's comment was about ripping to FLAC, where the bit rate
setting is irrelevant.

LAME encodes to mp3, where the bit rate is very important. Choosing bit
rate depends on the trade off you want between size and quality.

But if you want "the best possible quality" then you should be using
FLAC (or another lossless format), not mp3.  If you want the "best
possible mp3" then 320kbps VBR is a good place to go (320k CBR is just
a waste of space IMHO)
