It's a personal choice, based mostly on how YOU think about your own music. If you *mentally* don't make a distinction between Rock and Southern Rock, then don't use different tags.
Of course, you *might* make such a mental distinction, but only have 2 Southern Rock albums; in that case it's probably not worth it to make a separate Genre just for that. Try to create divisions that will logically partition your library, while not going so fine that they become useless.
