For compatibility sake, most DVD-A discs include a lower resolution layer that can be played on a standard DVD-V player. This layer can be one or more out of Dolby Digital, DTS or PCM audio at 48KHz depending on the record company's choice.
Other than the WinDVD hack mentioned by adamslim (or is it adamsqueeze now?), I do not know of any method that will extract the high res layer.
