EasyTAG is about as good as tagging gets in Linux. It's good, but it's not as good as Mp3tag. So yeah, Mp3tag under wine is the way to go.
There used to be a program called Album Cover Art Downloader that worked really well. Unfortunately it's no longer maintained and the Debian .debs are unavailable, although there are Windows versions still out there.
