Correct, consider this:

A CD Ripper is ripping a 'section', there are these possibilites:

The read was 100% without error, c2 says ok, re-read is identical
The read had an error, c2 says has an error, re-read detects the error
The read had an error, c2 says has an error, re-read is a consistant
error
The read had an error, c2 says is ok, re-read dectects the error
The read had an error, c2 says is ok, re-read is a consistant error

In those 5 senarios, 1 error got through. If c2 was not used then 2
errors would have got through.
