I go album by album. There are good tools all around, but you're going to run into issues like "last, first" v "first last" and Chad & Jeremy opposite Chad and Jeremy. Let alone multiple artist tags and multiple album/cd sets.
I've used Godfather and MediaMonkey in the past with mixed luck. MediaMonkey has a number of helper scripts which can find a lot of irregularities and discrepancies. I think it ultimately comes down to how picky you are and what your collection consists of.
