Decoding speed or needed resources(except bitrate) are almost not affected by encoding settings because FLAC is NOT a symmetrical codec.
Another story for example is with Monkey's Audio (APE) codec. This codec needs significantly higher decoding resources if encoding has been done in higher profile...
